Zaryas, the Shan King's viceroy, called upon the great magician Xerlanthor to set the Dragon right - but Xerlanthro had schemes of his own and besides, he wasn't much on hydromancy. So he set the Dragon wild and when Zaryas saw her city going underwater, she knew she would lose her head. As for Xerlanthor, his double game was working out very well - for a black magician.
