Margaret and Steve Frawley celebrate the third birthday of their twin girls, Kelly and Kathy, with an afternoon party. That evening, after attending a black tie dinner, they come home to find the police in the house who tell them that the baby sitter was found unconscious, the children are gone and an eight million dollar ransom note had been left in their room. Frawley's firm agrees to pay the ransom. The kidnapper identifies himself as the 'Pied Piper' and his terms are that on delivery of the ransom, a call will come revealing the girls' whereabouts. But only Kelly is found in a car parked behind a deserted restaurant. The driver is dead of a gunshot wound and has left a suicide note saying that he inadvertently killed Kathy and dumped her body in the ocean. But at Kathy's memorial service, Kelly begins to indicate that she is somehow in touch with her sister. At first only Margaret believes that Kathy may still be alive. But then Kelly's warnings become more specific and alarming...
